Unfortunately, if it wasn’t scanned, then it was never activated, so there’s no way to get the code active unless you call customer service. If you get a nice representative, they might go ahead and activate it for you.

Yes, there are people out there who can change the IMEI to one that isn’t on the block list and the possibility of activating it in a different country. However, some countries’ carriers refuse to activate a stolen phone from other countries because they are partners of sorts and share a block list.

Walmart takes theft very seriously and has devoted huge chunks of its budget to maximize profits, thus loss prevention. If you steal any gadget from Walmart, you are likely to get caught, and the store is unlikely to consider dropping charges. If you are involved in any theft at Wal-Mart, you could be looking at a criminal record and a lifetime ban from all Walmart stores.  

And if you claim that you bought a stolen phone without your knowledge, you will be asked to show the place where you got your phone from with receipts. If it’s proven true, the required measures will now be taken on the other party involved, not you.

Conclusion

Generally, theft is a huge threat to companies like Walmart. Stealing $15 worth of goods from a huge corporation like Walmart may seem like nothing. However, stealing $15 frequently can mean those repeat offenders are often charged with misdemeanors when they should be charged seriously to serve a sentence.

In recent years, Walmart and similar retailers have been tackling the issue by building cases against repeat offenders who can now expect to receive longer prison sentences and heavier fines.
